We have a mission to start a new methodology of political organization (participatory and based on inclusion and proportional representation), leadership (fixed term for leadership), and new plans (based on immediate national needs and their implementation).

Five " S " is holistic in approach. It is a process of reconstruction and development in various dimensions of a nation and development of individuals. How do we citizens of Nepal walk through holistic processes??

Five " S " is holistic in approach. It is a process of reconstruction and development in various dimensions of a nation and development of individuals.: A holistic view is aspired in understanding the stakeholders’ livelihoods as a whole, with all its facets, by a manageable model that helps to identify the most pressing constraints people have to face.

The immediate agenda of  new is to form an alternate political party grounded on principles of national sovereignty, prosperity, accountability/transparency, sustainability, and inclusive participatory democracy. Not limiting itself to being a political party.

Socialist Party of Nepal (Naya Shakti) or SPN (Naya Shakti) will also be an alternative political movement for the fulfillment of new demands of a new era. It must adorn Nepali politics with honest and ideal strategies, policies, methods and culture. AI assisted democratic force. It's main commitments, in the form of five "Ss", are as follows:

  1. Sovereignty

Protection and advancement of Nepal's sovereignty and territorial integrity is our foremost commitment. We shall forever keep the complete sovereignty and freedom of the country and its people at our forefront. Through a skillful/efficient management of the peculiar geo-strategic location of Nepal—situated between two big nations, India and China—we will exercise a national security and foreign policy that corresponds to the contemporary era, and that shall contribute to the nation's dignity and honor. For this, we shall follow a policy of utilizing benefits from the rapid economic development of the two neighboring countries—India and China—and make Nepal prosperous and intra-dependent. We shall create a new portrait of Nepal that is a "dynamic bridge between two developing neighbors". By strengthening internal national unity and economic prosperity, we shall espouse 'progressive nationalism' that aims to end our longstanding dependency. We shall contribute to world peace by maintaining equal and friendly relationship based on mutual benefits with all countries.

The Role of AI in Sovereignty

Artificial Intelligence can strengthen Nepal’s strategic autonomy and national resilience—but only if foundational governance and infrastructure reforms are in place.

AI as a Tool for Sovereignty for National Security Intelligence. AI  can be used to enhance border monitoring, early warning systems, and counter-intelligence to defend territorial integrity. Cyber Sovereignty can be achieved by deploying AI for threat detection and digital infrastructure security against foreign manipulation, surveillance, or cyber-attacks. AI can model policy impact scenarios, helping craft data-driven foreign relations strategies with India, China, and global partners. AI can analyze regional trade flows, connectivity corridors, and resource allocation to maximize benefit from Nepal’s location. AI can be used to identify misinformation/disinformation campaigns and protect national narratives in global media. AI tools can be built that ensure critical Nepali data which remains within sovereign control—especially in health, finance, education, and identity.

Why AI Will Fall Short Without Sovereignty?

Without full realization of sovereignty in economic, digital, and strategic terms, AI will be limited or even counterproductive if Data will be extracted and stored by foreign platforms, not used for Nepali development. Cybersecurity gaps will expose national systems to foreign manipulation. AI policy will follow foreign interests, not Nepal’s self-defined needs. Nepali voices will be algorithmically erased or misrepresented, reducing cultural and political dignity. It must now defend itself from becoming a data colony or a digital buffer zone.

Progressive Nationalism: A 21st-Century Framework
We promote a progressive nationalism—not xenophobic or isolationist, but people-centered and globally aware. We will be cChampioning economic sovereignty, not extractive foreign investment models. WE will be upholding digital sovereignty, not dependency on unchecked tech monopolies, practicing diplomatic dignity, not transactional foreign alignments emphasizing regional cooperation, not zero-sum competition. We will contribute to world peace while defending our right to chart our own path, choose our allies, and control our destiny.

AI will be used for for Sovereignty and not surveillance Nepal cannot afford to be a passive consumer of foreign technologies. We must shape AI for our sovereign development, not be shaped by it. If we do not define our AI future, someone else will—on our data, with their interests, and at our cost.

SPN (Naya Shakti) will ensure that sovereignty in the AI age includes controll of data localization of AI infrastructure using indigenous digital innovation and Techno-diplomatic preparedness. With progressive nationalism, strategic clarity, and people-first governance, Nepal can lead with dignity in a turbulent world.

  1. Equitable Prosperity

A primary aim and rationale of SPN (Naya Shakti) is to transform Nepal into a prosperous and happy nation in our own lifespan. We want that there be an end of absolute poverty and unemployment—within twenty years, the country should reach a medial development level—within forty years, the country should be at the pinnacle of prosperity. We will pursue a policy of economic growth wedded with employment generation and social justice. For this, we—together with inputs from experts as well as the private sector—shall prepare a program of economic development and prosperity, and shall implement it with ardent speed and intensity. Moreover, we shall espouse a unique and realistic development policy that will ensure that the fruits of development reach all class, region and community in an equitable manner, that is based on an appropriate collaboration between the state and private sector, that contributes towards the balanced development of agriculture, industry and service sectors, that fairly incorporates both labor and technology as well as domestic and international investment. Environmental protection and sustainable development will be the cornerstone of our developmental policy. Attention will also be paid to the mental happiness/peace of people alongside their material prosperity. We will not indulge in hollow sloganeering and rhetoric; we believe in actual practice. We will build a prosperous and equitable Nepal not in some remote future but in our own lifetime.

The Role of AI in Advancing Equitable Prosperity

Artificial Intelligence can significantly accelerate our development goals only if the foundations of inclusive governance, equitable data access, and grassroots participation are in place. AI can support equitable prosperity through smart resource allocation using AI-driven data analytics to pinpoint regional needs and direct resources for maximum impact. Precision Agriculture will empower farmers with localized AI tools for irrigation, soil health, and yield forecasting—particularly crucial for remote areas. We will be connecting youth to emerging employment opportunities based on skill trends and demand. Inclusive Digital Platforms will offer AI-supported access to health, education, and social security in local languages and dialects. Environmental Monitoring will be dobe by tracking deforestation, water scarcity, and pollution in real time for sustainable planning. Predictive Infrastructure Planning will use AI to model population growth, urban expansion, and disaster risk management.

Why AI Will Fall Short Without Structural Change. AI relies on data—but that data must be equitably collected (not just from elite urban areas), culturally and linguistically inclusive generated by participatory institutions, not extractive bureaucracies.

Without full implementation of the above vision of equitable development, social justice, and participatory governance, AI will shortfall due to biased data pipelines, reflecting existing class and caste disparities, infrastructure gaps in marginalized regions, elite capture of digital and economic dividends, Lack of trust and transparency, reducing citizen engagement with AI tools

A People-Centered, AI-Assisted Path to Prosperity can be achieved. True prosperity is not a one-size-fits-all outcome dictated by foreign models or techno-elites—it is a Nepali-led journey grounded in our realities, dreams, and struggles when Governance is clean and participatory, Development is regionally and socially inclusive,Prosperity includes mental peace, cultural integrity, and ecological balance. AI becomes a powerful enabler, not a distorted mirror. Without justice and inclusion, AI is just an amplifier of inequality. With them, it can become a bridge to a future where no one is left behind. SPN is ready to lead that transformation—boldly, pragmatically, and urgently.

 

  1. Inclusive, Proportional Representative, Participatory Democracy

Another important commitment of SPN (Naya Shakti) is to transform the existing formal and ritualistic exercise of democracy, both within the party and the state, into an inclusive, proportional representative and participatory democracy that reflects the country's peculiar situation and demands. We will be fully committed to the foundational principles of a republic, federalism, secularism and inclusive proportional representative democracy. We will ensure inclusive proportional representation of varied class, nationality, region, gender and other marginalized communities from the himalayan, hilly as well as the tarai-madhes belts, in all party and state organs. We will pay special attention to the representation of youths in all areas. To end the prevailing utterly centralized autocratic character of parties and the state, we shall practice direct and participatory democracy. To end the hegemony and abuse of power by some individual and/or family, we shall practice the principles of—one person, one executive post, and two tenures—right to reject and right to recall elected representative.

We believe that the mixed electoral system and parliamentary system of rule that have been adopted in the current Nepali constitution will not bring political stability in Nepal, and without political stability it is impossible to achieve economic development and prosperity. The above-mentioned systems need to be changed, and for that the constitution must be amended. For this, Citizens should  conduct a nation-wide campaign for the separation of legislative and executive functions so that there will be proportional electoral system for the legislative assembly and direct electoral system for the executive.

AI can support this democratic Ttansformation. Artificial Intelligence can play a crucial enabling role in realizing this vision—but only if democratic reforms are first meaningfully implemented. Without inclusive systems and transparent governance, AI will fall short due to biased, incomplete, or corrupted data. To succeed, data justice and democratic justice must go hand-in-hand ensuring Inclusive Representation with AI-Driven Data Insights. Use AI to analyze demographic gaps in political representation by class, caste, gender, and region. AI tools can help monitor inclusion metrics in real time across party organs and state institutions. Predictive models can identify underrepresented groups and recommend quota balancing or targeted outreach.

Strengthening Participatory Democracy through Digital Platforms can build AI-enabled participatory governance platforms where citizens can propose policiesVote on local issues Register grievances, monitor performance of elected representatives Use Natural Language Processing (NLP) to understand and categorize citizen feedback from diverse languages and regions.

Transparent Candidate Selection and Voter Education can be done by developing AI-powered candidate matching systems (like NSN’s SmartVote Nepal initiative) to help voters identify candidates who align with their values and local concerns, reduce identity-based or manipulative voting, AI can be used to audit internal party candidate selection processes to ensure transparency and fairness.

Combatting Power Concentration & Corruption can regulated by applying AI to track financial transactions, conflict of interest patterns, and dynastic networks within parties, detect early signs of political capture or misuse of public funds using anomaly detection.

Enhancing Accountability Through AI-Based Monitoring through creating AI dashboards can provide open data portals showing real-time performance and attendance of MPs, ministers, and public servants. Facial recognition or digital attendance logs can ensure transparency in public office operations.

Supporting Electoral Reform & Constitutional Design can be achieved using AI simulations to model how different electoral systems (e.g. mixed vs proportional vs direct) would affect representation outcomes across regions and communities. Run data-driven scenario planning to assess stability, fairness, and representation trade-offs in constitutional reforms.

AI Cannot Thrive Without Democratic Groundwork. Without full implementation of inclusive democracy and institutional reform, AI will shortfall on data volume and data fairness.

If marginalized communities are excluded, if political power remains centralized, and if feedback loops between citizens and the state remain broken—AI will only reproduce existing inequalities. That’s why political transformation must come first. NSN believes AI must serve people—not power. Its use must be ethical, accountable, and people-centered.

 

Putting Humanware at the centre

To carry out entire process we need to understand details of these four components - Technoware, Humanware, Orgaware and Infoware which inter connected as ZigSaw puzzle and need to have balance of these four components. These technologies are managed through cutting edge technology. Leaders of developed nations who have resources to execute continuous research and developing countries who don’t have resources will tend to import technology. The leaders of poor countries need to have very deep understanding of what kind of technologies they are trying to import. These poor countries will not be able to negotiate for a good technology need if they don’t have good understanding of the needs. These countries should have close watch over technology development, research and development, technology transfer, intellectual property right, licensing etc.  Strategic decisions should be made so that decisions are made on the correct technology which is aligned with business strategy of the organizations. Corporate Social Responsibility (CSR ) funds also get affected with the collective understanding of businesses of organizations and technology adoption in real time

Closing the gender gap

The evolving new ideas sits at the center of the SDG framework as the fulcrum to lifting all the others. SDG5 is about the empowerment of women and girls worldwide. There is no hope for achieving the SDGs unless SDG5 is central to the agenda. If women and girls are empowered to lead campaigns for human flourishing, all the other SDGs will rise. Are the rural citizens of Nepal aware of this opportunity?

Open platform movements such as the SDG5 Global Alliance have been created to promote aspirational examples of women who are leading the way in getting things done. The Fifth Industrial Revolution must include the strategic voice of women in leadership. Are the women from rural sectors of Nepal aware of this opportunity?

4. Good Governance, Good Conduct

The main elements that shall distinguish SPN (Naya Shakti) from the old parties are good governance and good/moral conduct. This is important because politics and corruption have become synonymous with each other in Nepal today. Many surveys have shown that political parties and politicians are some of the most corrupt institutions/people in the country. Similarly, bureaucracy, judiciary and security bodies have become hubs of corruption and unaccountability. Therefore, one of the major responsibilities of SPN (Naya Shakti) will be to rescue politics and public services from the quagmire of corruption, and uphold good governance and good conduct. To achieve this, first, we want to redefine politics as a way of conducting voluntary social service and not as some private career-building project. We shall maintain transparency, accountability, rule of law and zero tolerance to corruption in all our conducts and financial transactions. If any cases of corruption, misconduct or fraudulence be found and proved against any of our leaders or cadres, immediate action shall be taken against them. Simple lifestyle, humble behavior, respect for labor, social harmony and progressive culture shall be the cultural identity of SPN (Naya Shakti). Independent and impartial ombudsman groups will be formed at different levels of our party to evaluate our conducts and to run inquiries on public allegations against our leaders or carders, the decisions of which shall be unequivocally accepted/implemented by the party. We will do as we speak—selflessly, in favor of the people.

This Is Essential for Ethical AI and Data Governance. Without integrity in governance and conduct, even the most advanced technologies, including AI, will falter. Corrupt systems produce corrupt data—incomplete, biased, and unreliable. Ethical AI requires clean, transparent, and representative data—which can only emerge from systems rooted in good governance. Thus, the fight against corruption is not just a moral imperative, but a foundational necessity for any digital transformation, AI implementation, or data-driven reform.

  1. Enriched/Enhanced Socialism

Nepal has only recently entered into a capitalist stage after battling out of an autocratic unitary feudal system. However, feudal remnants still pervade our economic, social and cultural arena. Therefore, our immediate task is to eliminate these feudal remnants, develop national industrial capital as well as to improvise and rectify bourgeois democracy. However, we also acknowledge that it is not an easy or simple task for a small underdeveloped nation like ours to build an independent national industrial capitalism, given the current world schema of globalized monopoly capitalism. In such a context, capitalism is more likely to be characterized by dependency and cronyism that increases class and regional inequality. Therefore, it is important to transform the nascent national industrial capitalism towards the path of socialism. The state must be responsible for guaranteeing education and health services for all, as well as for providing social security. However, a repetition or reproduction of state-controlled or autocratic socialist models of the twentieth century is impossible today. Therefore, in accordance with the demands of the twenty first century and the specificities of Nepalese situation, SPN (Naya Shakti) will develop a new model of enriched socialism. This attempt will be based on furthering the methodology/principle of dialectical and historical materialism as propounded by Marx and developed by other thinkers. This will not be a socialism that is enforced from above, or one that distributes poverty, nor will it be an autocratic system that is centered on an individual. Rather, this socialism will be built from below, will distribute prosperity, will unfetter the individual's initiative, and will be participatory. SPN (Naya Shakti) immediate task will be to focus on the development of national industrial capital and lay the foundations of enriched socialism. SPN is not a non-ideological group of people. Rather, it will be a transformative progressive force that will embrace and build upon human being's latest achievements in areas of knowledge and science.

A central issue of the approach is the recognition of everyone's inherent potential for his/her removal of constraints and realization of potentials. Intellectuals of Nepal have to lead in this nation by identifying these strengths rather than the needs and problems is the starting point of this approach, in order to contribute to the stakeholders’ robustness and ability to achieve their own objectives. As people are often affected from decisions at the macro policy level and vice-versa, this relation needs to be considered in order to achieve sustainable development.

How AI Fits into This Vision—and Its Limits

AI can play a transformative role in realizing enriched socialism, only if the political and social foundation is ethical, participatory, and equitable. Without these, AI will shortfall—both in data volume and in fairness. AI can support enriched socialism using Data-Driven Equity Planning by identifying underserved areas and ensuring proportional access to health, education, and economic opportunities. Intelligent Public Service Delivery can be achieved by streamlining citizen access to social security, land reform services, education, and health programs. Real-Time Monitoring of inequality, corruption, and environmental degradation using Digital Knowledge Platformsby translating scientific achievements into accessible education and vocational training tools for all regions. Citizen Feedback Loops will be implemented using AI-enabled platforms to ensure marginalized voices influence policymaking.

Risks If the Foundation Is Not Set: AI will reproduce the biases of a feudal-capitalist structure, not correct them. Data will be distorted by exclusion, elite control, or poor infrastructure. Technological tools will be used for surveillance and control, not empowerment and participation. Technology Alone Cannot Deliver Justice without full implementation of enriched socialism.  AI will shortfall—not due to a lack of algorithms, but a lack of ethical, equitable data and democratic purpose. AI is not a substitute for political reform—it is a tool to be guided by it. NSN’s enriched socialism offers a model of dignity, participation, and prosperity, using both people’s wisdom and scientific innovation. AI, when grounded in this vision, can serve as a catalyst for a truly transformative Nepal.
