Special Focus
Global Engagement, IT Policy Architecture, and Pioneering Systemic Contributions
1. Global Engagement & Diaspora Collaboration
To keep Nepal aligned with the frontier of global technology, I have actively tracked international tech ecosystems across the UK, Germany, Switzerland, India, and Austria. My focus centers on capturing the operational realities of the global IT industry under the rapid rise of Generative AI.
Through this global outreach, I have deepened my long-standing strategic collaboration with the Non-Resident Nepali (NRN) professional diaspora. Notably, I Chaired the Landmark International ICT Conference organized by NRN delegates spanning 59 countries at the Soaltee Hotel. I continue to leverage this vast global network to channel knowledge, investment, and cross-border opportunities back into Nepal’s local IT industry.
2. National IT Policy Leadership & Academic Architecture
As a primary trailblazer of Nepal's digital landscape, I authored and presented the state's first comprehensive analytical report on the status of IT industries and digital transformation in the mid-1990s. Recognizing that traditional educational frameworks were lagging behind global shifts, I proposed and spearheaded the national advocacy campaign to designate premier academic centers as "Institutes of National Importance" (INI) through acts of parliament to guarantee academic autonomy and world-class technical standards.

[National Launch: Advanced BE, ME, & PhD Programs]
My deep, enduring academic ties with peers at IIT Kanpur and IIT Delhi allowed me to bridge international expertise directly into the Institute of Engineering (IOE), Pulchowk, under Tribhuvan University. This high-level institutional coordination became the catalyst that successfully launched Nepal's advanced BE, ME, and PhD tracks in computing disciplines. Furthermore, I shaped national ICT architecture through my appointment to the Prime Minister’s IT Council and my three-year tenure advising the Rural Telecommunication Development Fund (RTDF) under the Nepal Telecommunications Authority (NTA).
3. International Market Making & Enterprise Project Execution
In 1996, 1997, and 1999, I was the first to formally pitch Nepal’s technical and software development capabilities on the global stage at CBI in Rotterdam, Netherlands, and the Hannover Expo (CeBIT) in Germany.
This international credibility enabled me to successfully secure and execute massive, complex enterprise software automation projects funded by major global lenders—including the Asian Development Bank (ADB), as well as bilateral French and German development grants. Under these strict international frameworks, my software company deployed critical utilities architecture for Nepal Telecom (NTC), the Nepal Electricity Authority (NEA), the Nepal Water Supply Corporation (NWSC/KUKL), and Himal Cement.
4. Incubation, Youth Movements, and Talent Engineering
Faced with a complete absence of an IT ecosystem in 1991, I founded one of Nepal’s very first software development firms, serving as an industrial incubator to train and upskill the nation’s earliest cohorts of software engineers.
To expand this impact from the enterprise level to the grassroots, I launched the youth-focused national movement, "Nepal Has Got ICT Talents." This initiative has inspired generations of students to pursue high-tier technical careers and has systematically mentored and equipped Nepali youth to compete—and win—in prestigious international IT competitions.

Global Engagement, IT Policy Leadership, and Pioneering Contributions
I traveled to the UK, Germany, Switzerland, India, and Austria to gain firsthand insights into the evolving global IT industry under the rapid advancement of Generative AI. During this time, she connected with international experts and professional Nepalese working abroad in the field of IT. Her global outreach further strengthened her long-standing collaborations with the Non-Resident Nepali (NRN) community. She chaired the ICT conference organized by NRNs from 59 countries, held at Soaltee Hotel, and continues to play an influential role in promoting Nepal’s IT industry both locally and globally.
A trailblazer in IT education and policy in Nepal, Timila was the first to initiate formal academic IT programs in Nepal and was responsible for presenting the government’s first comprehensive report on the state of IT industries and digital transformation in the mid-1990s. She proposed and advocated for the creation of 'Institutions of National Importance' to support high-quality education tailored to global opportunities and challenges.
I was the first to represent Nepal’s technical capabilities internationally at events such as CBI in Rotterdam and Hannover Expo in Germany during 1996, 1997, and 1999. Her contributions include advisory services to the Rural Telecom Development Fund Board under Nepal Telecommunications Authority (NTA), and successfully executing major software projects funded by ADB, French and German grants at NTC, NEA, NWSC, and Himal Cement.
An early IT entrepreneur, Timila founded one of Nepal’s first software companies in 1991, playing a key role in training early cohorts of IT professionals. She has influenced national ICT policy while serving in the Prime Minister's IT Council and has maintained strong academic collaborations with her IIT Kanpur peers. Her coordination with IIT Kanpur and IIT Delhi contributed to launching BE, ME, and PhD programs at IOE, Pulchowk, under Tribhuvan University. My youth-focused movement, “Nepal Has Got ICT Talents,” has inspired generations, leading Nepali youth to victories in international IT competitions.
