Universities and public research institutions play an important role in innovation systems, where economic benefits are less certain and rather protracted. Universities are typically centers of innovation, talent development and knowledge capital creation. Policy makers should encourage our educational institutes and concernd stakeholders to focus on building innovation eco-system within their campuses. It will be the mandate of these institutions to produce good employers in large numbers that will cater to the aspirations of the next generation Nepal. Institutions will have to imbibe the spirit of entrepreneurial thinking, which includes rapid adaptation to the societal needs, developing and scaling in resource constrained environments and serving as local points or nodes of innovation and entrepreneurship, to reach our national goal.

The leveraging on strategic partnerships to support successful and emerging youth-led projects is recommended. Partnerships developed by youth groups and private-sector agencies could inspire change and transformation. Youth are a prime resource for transformation. Rapid economic and social transformation cannot be achieved if the voices of the youth and the efforts of state and non-state youth-led agencies are ignored and unsupported.

The university curriculum of various sectors need to be reviewed in order to be aligned in the changing context of technological revolution. Digital framework Nepal project also need to be reviewed.
